A makefile is the set of instructions that you use to tell makepp how to build your program. Makepp can accept most makefiles written for the standard unix make, but if you're starting from scratch, it is often much simpler to use some of makepp's advanced features.
Recursive use of make means using make as a command in a makefile. This technique is useful when you want separate makefiles for various subsystems that compose a larger system. For example, suppose you have a sub-directory subdir which has its own makefile, and you would like the containing directory’s makefile to run make on the sub.
For the small amount of extra effort (and I do mean small) that it'll take you to learn SCons, I'd strongly recommend putting your time to better use and learn how to write SCon build scripts, which are completely cross platform and will work as well on Windows as it they do on Unix, needing you to do about more complex than installing Python (free) and SCons (free).
